Level? What's that? Fences need to be level and pass City Code???

After promising to do a great job in two weeks, then saying that it would be three, then having to change the contract because what they promised was beyond their abilities, then taking a drawing that I did not approve to the city for the permits, they are now five weeks behind and still no where near finished. The entire fence is either not level or not high enough to pass city inspection. They can't even get both sides of the gate to meet up or put the latch on the correct side of the fence. These guys are terrible!!!! Looks like we are going to have to have the attorney deal with the issues first.
